At the heart of the investigation is Phillip Tanner, an unsuspecting university researcher.  When he meets Kristen Bennett, the daughter of a U.S. Air Force general killed under suspicious circumstances, the two are drawn into a web of deception involving scientists, government bureaucrats, military officers, and mercenaries. Interest in the experiment eventually reaches from Washington to Moscow.
